What is Allstate's Roof Surfaces Endorsement?

Roof Surfaces Endorsement (form AVP84)

Not every Allstate policy has it, but we're seeing more and more with a Roof Surfaces Endorsement, form AVP84. For roof damage caused by wind or hail, it replaces both replacement cost and actual cash value with a "Roof Surface Payment Schedule." Allstate pays the smallest of: the repair cost, the schedule percentage of roof replacement cost, or the dwelling (or other structures) limit.

In plain EnglishAllstate pays a set percentage of what a new roof costs, based on how old your roof is and what it's made of. Older roof, smaller percentage.
Source note: the schedule on this page comes from a 2015 edition of AVP84 posted by an insurance agency. Your current Colorado policy may use a different edition. Check your own declarations page.

What the percentage covers

The schedule percentage applies to all roof surface components and installation, including overhead, profit, labor, taxes and fees.

In plain EnglishThe percentage is applied to the whole roof job, not just the shingles.

Deductible and code upgrades

The endorsement applies in addition to your deductible, and payments under the schedule do not include extra costs from enforcing building codes, ordinances or laws.

In plain EnglishYour deductible still comes off after the percentage, and code-required items aren't part of the schedule payment.

Takeaways

  • It only applies to wind and hail damage to the roof surface.
  • It pays the lowest of repair cost, schedule amount or your limit.
  • Deductible still applies. Code items aren't included.

Reading the schedule

Composition (asphalt) shingles drop 3 points a year to a 25% floor at 25 years. Metal and slate drop 1 point a year to 70% at 30 years. Tile and wood drop 2 points a year to 40% at 30 years.

In plain EnglishA 10-year-old shingle roof gets 70% of the cost of a new roof. A 20-year-old one gets 40%.

For a full wind/hail roof replacement under AVP84. An estimate only; your policy and adjuster decide.

55%Schedule percentage
$11,000Schedule amount
$6,000Estimated check after deductible
$14,000Estimated out of pocket

Does not include code-upgrade items, which the endorsement excludes from schedule payments, or other damage outside the roof surface.

Worked example

15-year-old asphalt shingle roof. Replacement cost $20,000. Deductible $5,000 (for example, 1% of $500,000 dwelling coverage). Schedule: 55% of $20,000 = $11,000. Minus $5,000 deductible = $6,000 check.

In plain EnglishOn a $20,000 roof, the check is about $6,000, and you'd cover about $14,000, plus any code items.

How do I know if my Allstate policy has AVP84?

1. Get your full policy

Colorado insurers must make your policy, declarations and endorsements available within 3 business days of your request (C.R.S. 10-4-110.8).

2. Open the declarations page

Find the list of forms and endorsements. Look for AVP84, Roof Surfaces Endorsement or Roof Surface Payment Schedule.

3. Check the base form

Allstate lists AVP148 as its Colorado House & Home policy contract (Allstate state policy contracts).

4. Look for a buy-back

See if Roof Surfaces Extended Coverage is listed (see below).

Roof Surfaces Extended Coverage (buy-back)

In Allstate's Tennessee filing, the base policy pays roof surfaces by the schedule, and a Roof Surfaces Extended Coverage endorsement can be purchased to extend coverage to replacement cost.

In plain EnglishSome Allstate policies let you pay extra to get full replacement cost on the roof instead of the schedule.

What it looks like on a settlement letter

On one 2026 Colorado Allstate hail claim we worked (details removed for privacy), the settlement letter listed the full repair cost, then a line called "Customer Portion for Roof Surfaces Payment Schedule" of about $17,700, then the $2,500 deductible. That customer portion is the schedule at work.

In plain EnglishIf you see "Customer Portion" or "Roof Surfaces Payment" on your letter, that gap is yours, on top of your deductible. The exact percentage depends on the roof age Allstate uses, so make sure the age on file is right.
Real numbers, rounded. Your roof age, material and policy edition change the result.

When it applies

One insurance agency reports Allstate applies the payment schedule to roofs older than 10 years.

In plain EnglishIf your roof is newer, your policy may treat it differently, but check your own paperwork.

Before you file

What should I do before filing an Allstate roof claim?

  1. Get your declarations page and look for AVP84.
  2. Write down your wind/hail deductible in dollars.
  3. Know your roof's age and material. Permits, purchase records or the original install invoice help.
  4. Get a photo inspection so you know what's actually damaged.
  5. Run the calculator above and decide with the real numbers in front of you.

The deductible is yours

Colorado law prohibits roofers from paying, waiving or rebating any part of your insurance deductible.

In plain EnglishNo roofer can legally "cover" your deductible, on Allstate or any other policy.

Colorado rulings & rules

What have Colorado courts and regulators said?

Appraisal can include causation

In BonBeck Parker v. Travelers (10th Cir. 2021), applying Colorado law, the court held that "amount of loss" in that policy's appraisal clause includes causation disputes, so appraisers could decide whether hail caused the disputed roof damage.

In plain English"It's wear and tear, not hail" may still be an appraisal question. It depends on your policy's wording.

Source: BonBeck Parker, LLC v. Travelers, 14 F.4th 1169 (10th Cir. 2021)

Matching

In Bertisen v. Travelers (D. Colo. Sept. 8, 2023), a federal judge read an ambiguous policy in the homeowners' favor and held that it covered matching on a concrete tile roof.

In plain EnglishA patch that doesn't match isn't automatically the final answer. That was one ruling on one policy.

Aerial photos and nonrenewals

DOI Bulletin B-5.57 (effective March 16, 2026) says aerial imagery shouldn't be the sole basis for adverse actions such as nonrenewals or claim reductions. Separately, C.R.S. 10-4-110.7 requires 60 days' mailed notice, with reasons, before a homeowners nonrenewal.

In plain EnglishA satellite picture alone shouldn't cost you your policy, and you get two months' written notice. What to do.
