Cosmetic damage
What does "cosmetic damage" mean on a policy?
Cosmetic damage
Industry-standard cosmetic exclusions define cosmetic damage as marring, pitting or other superficial damage that changes appearance but doesn't stop the surface from keeping out the elements.
Functional damage
Damage that does stop a surface from keeping out the elements is outside a cosmetic exclusion.

Industry forms HO 06 43 and HO 06 44
ISO created two standard endorsements: Cosmetic Damage Exclusion – Windstorm or Hail (HO 06 43) and Roof Surfacing Cosmetic Damage Exclusion – Windstorm or Hail (HO 06 44). Both were listed as available in Colorado when introduced in 2016.

Takeaways
- Cosmetic = looks damaged but still keeps water out.
- Functional damage is still real damage.
- Look for HO 06 43, HO 06 44, "cosmetic" or "marring" in your endorsements.

Why this matters
A metal cosmetic exclusion can reach far past a metal roof. Farmers' J7504 form, for example, defines metal roof materials to include vents, vent caps, turbines, piping and flashing.

Farmers and Foremost
What are Farmers' and Foremost's metal exclusions?
Farmers Cosmetic Damage Exclusion Endorsement (J7504, 1st edition)
Farmers' J7504 excludes "cosmetic damage" from windstorm or hail to metal roof surfaces, metal roof materials and metal exterior building surfaces. It defines cosmetic damage broadly, including denting, creasing, chipping, scratching and similar damage that alters exterior appearance.

Foremost marring coverage
Foremost's dwelling-fire forms add "Marring Coverage Other Than Metal Roof Surface Material," covering wind or hail marring of metal gutters, downspouts, metal roof components, metal parts of doors and windows, solar panels and heating or air-conditioning systems. It does not cover marring of metal roof surfaces, and it isn't available if the property had a paid hail loss in the past five years.

Check your policy
How do I check my policy for a cosmetic exclusion?
1. Request the full policy
Colorado insurers must make your policy, declarations and endorsements available within 3 business days (C.R.S. 10-4-110.8).
2. Scan endorsement titles
Look for "Cosmetic," "Marring," "Metal," J7504, HO 06 43 or HO 06 44.
3. Read the definitions
Check which parts count as metal: roof only, or vents, flashing, siding and gutters too.
4. Get a photo inspection
Separate cosmetic dents from functional damage before you file.
Takeaways
- Cosmetic exclusions can reach gutters, vents and flashing, depending on wording.
- Marring coverage buys some of it back on Foremost forms.
- Functional damage is still covered damage.

Colorado rulings & rules
What have Colorado courts and regulators said?
Appraisal can include causation
In BonBeck Parker v. Travelers (10th Cir. 2021), applying Colorado law, the court held that "amount of loss" in that policy's appraisal clause includes causation disputes, so appraisers could decide whether hail caused the disputed roof damage.

Matching
In Bertisen v. Travelers (D. Colo. Sept. 8, 2023), a federal judge read an ambiguous policy in the homeowners' favor and held that it covered matching on a concrete tile roof.

Aerial photos and nonrenewals
DOI Bulletin B-5.57 (effective March 16, 2026) says aerial imagery shouldn't be the sole basis for adverse actions such as nonrenewals or claim reductions. Separately, C.R.S. 10-4-110.7 requires 60 days' mailed notice, with reasons, before a homeowners nonrenewal.
