The first check
Why was my first roof check so small?
Actual cash value (ACV)
Replacement cost minus depreciation for age and wear.

Recoverable depreciation (holdback)
On a replacement-cost policy, the held-back depreciation can be recovered after the work is done and documented. USAA, for example, describes it as the gap between replacement cost and ACV, paid once you show the work is complete.

Roof payment schedule
Some policies, like Allstate's AVP84 endorsement, pay roofs by a percentage tied to age and material instead of RCV or ACV.

Code upgrades
Who pays for code items like ice barrier or new decking?
Ordinance or law (O&L) coverage
A separate coverage for the added cost of meeting current building codes when a damaged part is repaired or replaced. It usually has its own limit, often a percentage of dwelling coverage, and many policies pay it only once the work is actually done.
The 20% O&L offer
Since HB23-1174, insurers must offer Colorado homeowners the chance to buy at least 20% law-and-ordinance coverage (and 50% extended replacement cost) at new business and renewal, per DOI guidance for policies on or after Jan 1, 2024.

Roof schedules and code costs
Allstate's AVP84 says payments under the roof surface schedule don't include increased costs from enforcing codes, ordinances or laws.

Local code examples
Some cities require items an old roof may not have: Centennial requires ice barrier on all roofs; Littleton requires boards with gaps over 1/2" to be overlaid or replaced with 3/8" or thicker panels; PPRBD requires ice barrier above 7,000 ft.
Supplements
How do supplements work?
Supplement
A request for more money when damage or code-required work is found after the first estimate. The DOI says to report added damage to your insurer before the work continues.

The deductible is yours
Colorado law bars roofers from advertising or promising to pay, waive or rebate any part of your deductible (SB 12-038).

Why is my ACV roof check so low?
ACV pays replacement cost minus depreciation. On a replacement-cost policy, the held-back depreciation is usually paid after the work is done.
Are code upgrades paid at full replacement cost?
Not automatically. Code costs are usually paid under separate ordinance-or-law coverage with its own limit, and many policies pay it only once the work is done. Roof schedules like AVP84 exclude code costs from the schedule payment.
Do Colorado insurers have to offer ordinance-or-law coverage?
Yes. Since HB23-1174, insurers must offer at least 20% law-and-ordinance coverage at new business and renewal, per DOI guidance.
Can a roofer cover my deductible?
No. C.R.S. 6-22-105 bars it.
